Why is there a need to assign venues and trainers before generation of attendance templates when it has been set up in course run details?

We understand that the venues and trainers configured in each course run detail are for marketing, and not all Training Providers are comfortable with publishing such details in Marketplace. By allowing TPs to assign these values before generation of attendance templates would ensure it's accuracy - which is highly essential for grant claims.
